PSG said they had requested clearance from US Soccer because Jourde played college soccer in the United States, and US Soccer indicated no ITC was needed for a non-professional league. Prior to her US stint Jourde had played in Canada in a league treated as organised by FIFA, making an ITC necessary. Fleury informed other clubs of their right to appeal and PSG subsequently formalised an ITC request with FIFA, which was validated within 24 hours; the disciplinary report noted PSG believed Jourde was registered in a university programme.
