Cuba is the country with the most convictions for arbitrary detention in the world, according to the UN
"The findings of the United Nations body, presented during its 103rd session, show that some of those detained were not informed of the reasons for their arrest, were not shown arrest warrants, and were not made aware of their legal rights. They also show that detainees were not brought before a judge to challenge their detention within 48 hours of their initial arrest, and that some, after their arrest, were held incommunicado for several days and weeks, without being allowed to contact their families."
"The United Nations Working Group on Arbitrary Detention (WGAD) concluded that 49 participants in the unprecedented protests that took place in Cuba on July 11, 2021 which automatically made them political prisoners suffered arbitrary detention, enforced disappearance, unfair trials and convictions, torture, isolation, and discrimination on political and religious grounds. Four years after the demonstration, which resulted in the imprisonment of more than 1,500 people, Cubans and international organizations continue to demand justice."
The United Nations Working Group on Arbitrary Detention found that 49 participants in the July 11, 2021 Cuba protests suffered arbitrary detention, enforced disappearance, unfair trials, convictions, torture, isolation, and discrimination on political and religious grounds. More than 1,500 people were imprisoned after the demonstration. Some detainees were not informed of arrest reasons, shown arrest warrants, or made aware of legal rights, and many were not brought before a judge within 48 hours. Several were held incommunicado for days or weeks and denied legal counsel or family contact. The Working Group ruled that criminal charges sought to coerce opinions and discourage further protests, violating Article 18 rights.
