In some areas, it's common for day laborers to congregate outside home improvement stores like Home Depot, where they can find new gigs, catch rides to job sites, and quickly buy new equipment or material."
High-pitched sonic devices were installed at a Home Depot location in Los Angeles' Cypress Park to shoo away day laborers. The Intituto de Educacion Popular del Sur de California (Idepsca) called for removal of three devices, saying they cause headaches and nausea. Migrant day laborers commonly gather outside home improvement stores to find work, rides, and buy materials within the informal gig economy. Los Angeles city councilwoman Eunisses Hernandes said the devices "weaponize sound" and compared them to torture. Workers report wearing ear plugs because the noise "penetrates your bones." Caltrans has begun using similar devices on its property.
