""War never changes. That's what Ron Perlman told Fallout players way back in 1997, when the Hellboy and Sons of Anarchy star appeared as a voice-over narrator who uttered the series' signature motto, "War never changes." Now, Fallout comes full circle with the introduction of a whole new character played by a most familiar actor. "The Other Hill," the newest episode of Fallout on Prime Video, brings Walton Goggins' The Ghoul face-to-face with an even bigger, meaner, and scarier wasteland inhabitant. This new character doesn't have a name, but given the high-profile actor playing them, we're bound to know more about them sooner than later.""
""Partway through "The Other Hill," the Ghoul is mercifully removed from the lamppost sticking out of his abdomen by a strong and imposingand absolutely terrifyingfigure covered in rags. While passed out, the figure takes the Ghoul to an abandoned church building. Shortly afterward, the Ghoul wakes up in restraints inside the mysterious figure's "lair." Fallout builds up this mysterious character's aura with every earth-shattering step and deep monstrous breath. "There's a war coming, and we need you healthy," the figure tells the Ghoul right before inserting hot uranium into his wounds.""
Ron Perlman first delivered the series motto "War never changes" in 1997 as Fallout's voice-over narrator. Season 2, episode 6, "The Other Hill," brings Walton Goggins' The Ghoul into contact with a rag-covered, imposing stranger who rescues the Ghoul from a lamppost and takes him to an abandoned church. The Ghoul awakens restrained and receives hot uranium-infused wound treatment while the hooded figure warns, "There's a war coming, and we need you healthy." The stranger frames ghouls and mutants as kin and calls for unity against their creators, the Enclave, pressing the Ghoul to abandon solitary tactics before the finale.
