Wolf Ruck stopped mowing his lawn in 2021 to encourage biodiversity and address climate concerns. The City of Mississauga received complaints about tall grass beginning in August 2021, with additional complaints in June and July 2022 and May 2023. After the May 2023 complaint, the city issued a notice of contravention and enforcement processes can be triggered by complaints investigated by municipal officers. Ruck self-represented in Superior Court and won a challenge to parts of the weed control bylaw. Justice M.T. Doi found that the tall grass and nuisance weed provisions have a relatively serious impact on freedom of expression. The city is reviewing the decision and considering next steps.
