TTC could replace the adult monthly pass with fare capping that gives riders free rides after a set number of trips, simplifying fares and extending transfer benefits to all riders. Scenarios include caps after 47, 44, or 40 rides. The adult monthly pass currently costs $156 and requires a threshold of trips to realize its value. Implementing fare capping could reduce revenue by $10–35 million in 2026, which could be offset by fare increases of $0.05–$0.35 for cash and Presto users. TTC fares have been frozen since April 2023 despite roughly 4.5% inflation. A rideshare tax is proposed to boost transit trips and reduce congestion.
Fare capping could simplify the ride experience while eliminating the upfront cost and give all riders transfer benefits currently only included for those in the One Fare Program, the report says. The current monthly pass for an adult costs $156 dollars, with the report noting that riders need to reach a certain number of trips to use its full value.
However, it also notes that implementing the cap could result in revenue losses between $10 to $35 million in 2026, and recommends fare increases between five to 35 cents for both cash and Presto users to offset any losses. The report also notes that TTC fares have been frozen since April 2023 "despite an approximately 4.5 per cent increase in inflation over the past two years."
