The regulator initially supported a timetable change that would have turned the 07:00 Avanti West Coast service into a staff-only run to free a firebreak slot on the West Coast Main Line. Network Rail argued that running the train empty would make it easier to delay or reroute and improve overall line performance. After receiving feedback, the regulator reversed the change and authorised the service to continue carrying passengers from Manchester Piccadilly to London Euston, a sub-two-hour journey operating four days a week. The ORR warned the service could negatively affect punctuality but acknowledged its popularity and importance. Avanti welcomed the reinstatement, saying the original decision would have harmed customers.
