A digital sovereignty strategy is needed to reduce dependence on foreign-controlled technological infrastructure and to avoid strategic fragility caused by reliance on a small number of suppliers or proprietary systems. Dependence on hyperscale cloud providers such as Microsoft and AWS creates legal exposure because those companies may be compelled by foreign laws to provide UK-stored data to overseas authorities. A strategy should be mandated within the Cybersecurity and Resilience Bill and must assess supplier withdrawal resilience, foreign legal restrictions on data access, risks from sanctions or political pressure, and availability of meaningful domestic or allied alternatives.
