Jackie Weaver became widely known after a viral 2021 Zoom meeting and now serves as chief officer for the Cheshire Association of Local Councils. Parish councils already possess wide-ranging powers but do not always use them and may not require new legal powers to take on more responsibilities. Support and training are necessary to help parish councils understand and deploy their existing powers as devolution is considered down to parish level. The government values parish councils and encourages collaboration with other tiers of local government. Local parish councils are preparing budgets while expecting more services to transfer to their level.
