An audit report highlights severe flaws in the evaluation process of a â¬336,000 bike shelter project, revealing a lack of consideration for cheaper alternatives or doing nothing. Simon Harris, former Taoiseach, condemned the expenditure as 'inexplicable and inexcusable.' The report indicates a failure to conduct necessary value-for-money assessments for public projects under â¬500,000, thus calling into question fundamental practices in financial oversight and suggesting that formal approval for such expenses should have occurred only after thorough evaluation.
Such an evaluation would have allowed other options including a cheaper version or 'doing nothing' to be considered according to the audit seen by the Irish Independent.
Simon Harris - who was Taoiseach when the controversy first arose - described it as 'inexplicable and inexcusable.'
The audit to be published later today found an 'absence of fundamental good practice.'
A report by Deloitte into the project found there are no value for money assessments carried out on certain public projects below â¬500k.
