Ó Murchú said the council has a strong delivery record but lacks sufficient funding for maintenance, and that limited resources force trade-offs. He said tenants often report issues such as windows and doors, and retrofitting would help ensure homes are properly insulated and reduce exposure to high fuel and living costs.
