A new animal welfare strategy combines laws, legislative reforms and proposals to end puppy farming and consider banning electric shock dog collars. The plan will advance a pledge to ban trail hunting and will include a consultation on that prohibition. Puppy farming involves breeders prioritising profit over animal health, keeping large numbers of dogs in small pens and producing multiple litters; dog breeding practices will be reformed. The strategy also seeks to ban snare traps. The RSPCA welcomed the measures and pledged to help shape legislation to avoid loopholes. Completion of the strategy is scheduled by the end of 2030.
