Updated HMRC guidance for business rates assessors could apply tougher valuation criteria to country inns, gastropubs, and scenic rural venues. Pubs in “character properties,” attractive countryside settings, or venues deemed central to community life may face higher rateable values during the nationwide reassessment. Assessors are expected to weigh features such as scenic views, riverside locations, outdoor play areas, parking facilities, and premium dining layouts. Gastropubs with higher-priced menus and venues designed to maximize food revenue may receive increased scrutiny. Urban pubs offering extended services such as breakfasts, coffee trade, and late-night opening may also be affected. The changes are expected to impact nearly 40,000 pubs across England and Wales.
