UK lacks 'coherent' social mobility plan, top government adviser says
"We have a government that talks quite a lot about social mobility, but mainly about individuals often about [the] social mobility of themselves or their colleagues," Francis said. "But what we don't have is a coherent approach to social mobility as a useful concept that you can build a strategy around."

No coherent national strategy for social mobility currently exists, with policies lacking an overarching narrative to connect housing, skills and growth initiatives. Extreme regional disparities persist, particularly in former industrial and mining areas such as the North East, Yorkshire and the Humber, and the West Midlands. Family background continues to heavily shape educational attainment and future life chances. Almost one million young people are outside education, work or training. Individual policies on housing and skills receive praise, but many proposals are stop-start and unclear. A government review by Alan Milburn is intended to help build systems to improve opportunities for young people.
