Guan Heng, a 38-year-old from north-central China, crossed from the Bahamas to Florida in October 2021 in a small inflatable boat after publishing a roughly 20-minute video showing alleged detentions in Xinjiang. He suffered severe seasickness and had no prior boating experience but arrived in Florida about 23 hours later. Guan sought asylum in the United States fearing arrest in China and was held in immigration detention in upstate New York. His asylum application remains pending with a hearing scheduled for mid-January. Department of Homeland Security argued for deportation to Uganda, and the Supreme Court cleared third-country deportations in July.
