Retired Major General Antonio Aguto, who coordinated U.S. assistance to Ukraine from December 2022 to September 2024, left classified SECRET maps in an unsecured cylindrical tube on a train while traveling across Europe. The maps were recovered by Ukrainian nationals one day later. Aguto violated a July 2022 order requiring only diplomatic couriers to transport classified materials across borders. Additionally, Aguto engaged in excessive alcohol consumption in Kyiv, resulting in a fall and concussion that affected his performance before a scheduled meeting with then-Secretary of State Antony Blinken on May 14, 2024. The Defense Department's Inspector General report found insufficient evidence identifying who possessed the maps when they were abandoned.
