Attorney General Andrea Campbell filed suit against nine Massachusetts towns — Dracut, East Bridgewater, Halifax, Holden, Marblehead, Middleton, Tewksbury, Wilmington, and Winthrop — for failing to comply with the 2021 MBTA Communities Act, which requires towns to zone for multifamily housing as of right. The towns missed the July 14, 2025 compliance deadline after an advisory warned of enforcement beginning January 2026. The complaint seeks injunctive relief ordering each community to create a Section 3A-compliant zoning district and to submit a district compliance application to the Executive Office of Housing and Livable Communities, while offering municipal assistance.
