Texas created a joint legislative committee to investigate the response to historic July 4 floods that killed at least 137 people in Central Texas. Lawmakers previously formed flood committees, held hearings including a contentious field hearing in Kerrville, and passed the Heaven's 27 Camp Safety Act with families of 27 girls who died at Camp Mystic. Two people remain missing, including 8-year-old camper Cile Steward. Families expressed outrage at perceived failures and opposed plans by Camp Mystic owners to reopen. Lt. Gov. Dan Patrick appointed the committee to examine the facts and determine what occurred.
