The Pentagon would normally give the ceremony, but mannequins wearing the retirees' uniforms were displayed because the service members were prohibited from wearing their uniforms. McChrystal referenced prior service alongside transgender service members and described the separations as unfair and unfortunate while calling public recognition heartening. The ceremony blended solemn tribute, protest against the policy, and moments of levity alongside formal recognition of the retirees' service.
