The U.S. Justice Department announced the arrest of two foreign nationals, Cui Guanghai and John Miller, for orchestrating a harassment campaign against a Los Angeles resident who publicly criticized Chinese President Xi Jinping. The campaign began in October 2023 as the victim prepared to protest at the APEC summit. The suspects reportedly hired individuals to surveil the victim, sabotage his vehicle, and destroy his artistic representations of Xi. Unbeknownst to them, those hired were working under FBI direction, leading to their arrest in Serbia.
