A three-judge panel of the 11th U.S. Circuit Court of Appeals issued a 2-1 vote to pause a district judge's order to remove fencing, lighting, and waste receptacles at a temporary detention site in Big Cypress National Preserve. Florida officials said detainee numbers were being reduced to zero and operations were winding down. The Florida Division of Emergency Management erected tents, chain-link cages, portable air conditioners, lighting, and staff housing on a 39-acre site lacking electricity and plumbing, requiring daily trucking of water and removal of sewage.
