The decreases reflect reforms enacted in 2022 and 2023 and ongoing transfers of policies to private insurers. The insurer's policy count fell sharply from about 1.4 million in September 2023 to 439,079 in November. A projected 463,096 policyholders statewide would save an average of $359 compared to 2025, while 228,961 tricounty South Florida policyholders would see rates fall by more than 11%. Broward, Palm Beach and Miami-Dade policyholders would see declines around 12.6%, 11.7% and 13% respectively. Several Central Florida counties would experience average increases, and the board's vote and Florida Office of Insurance Regulation approval are still required.
