The measures build on earlier Trump administration restrictions and target puberty blockers, hormone therapy and surgical interventions for transgender children. Health Secretary Robert F. Kennedy Jr. called gender-affirming procedures malpractice. The rules would imperil access in nearly two dozen states where Medicaid currently funds treatments.
