The United States admitted that the Federal Aviation Administration and the Army played roles in causing the January midair collision between an American Airlines regional jet and an Army Black Hawk helicopter near Washington, D.C., that killed 67 people. The government's response to a victim family's lawsuit says an air traffic controller violated procedures about relying on pilots for visual separation and that the Army helicopter pilots failed to maintain vigilance to see and avoid the jet. The filing states the government owed a duty of care, breached it, and thus proximately caused harm. American Airlines and PSA Airlines are also blamed and have filed motions to dismiss. Rescue teams recovered at least 28 bodies from the Potomac River.
