Sanctuary ordinances in certain counties, including Napa, Sonoma, Contra Costa, and Marin, lack effectiveness in truly protecting undocumented individuals. Board chair Hopkins expressed concern that identifying as a sanctuary could lead to negative consequences, including increased actions from ICE. She noted that even with sanctuary status, ICE would still retain authority to act against individuals. Local law enforcement's hesitance to implement sanctuary laws stems from fears of federal scrutiny and a potential backlash against the immigrant community. Existing resolutions often do not provide the comprehensive protections that sanctuary status implies.
"We, at this point, can't actually create a sanctuary county," Hopkins said. "Even if we called ourselves a sanctuary county, ICE is still able to come in here and, honestly, take folks anytime, anywhere. That's a really alarming reality that we're facing."
"It might actually put a target on the backs of our immigrant community and lead to increased ICE action and ICE presence in our community," Hopkins said.
