Prosecutor Brandon DeAvilla alleged that Downey communicated with the child online and negotiated a payment for sexual encounters starting at $50, which the child rejected, stating his age.
Authorities identified Downey through video surveillance, Snapchat messages, and IP address logs, as well as the child's description and partial license plate.
