Alfredo Mancillas Jr., 31, a US Customs and Border Protection employee, was arrested in St Paul after state troopers found him slumped in a car, covered in vomit and unconscious. Troopers reported he smelled of alcohol, had watery, bloodshot eyes, failed a field sobriety test and refused a breath test. He was booked on third- and fourth-degree DWI charges and released on his own recognizance with a tentative March 24 court date. The Department of Homeland Security said its professional responsibility office is reviewing the arrest and reiterated CBP's emphasis on honor and integrity. The arrest followed a large federal immigration operation in the Twin Cities.
