The Long Island Expressway carries about 700,000 vehicles daily and already experiences severe congestion as population on Long Island grew to over 8 million. The loss of EV and hybrid access to HOV lanes is expected to increase congestion and worsen commute times for car-based commuters across the New York City metro area.
