Kristi Noem described a Minneapolis incident in which an ICE agent shot a woman in her car as an act of domestic terrorism after agents were allegedly rammed. John Sandweg, former acting ICE director, criticized that characterization as irresponsible and premature. Sandweg emphasized that initial information, even within DHS, is often wrong and that investigations exist to determine facts. He warned that rushing to label the incident undermines agency credibility and politicizes the event. Noem said agents were stuck in snow and acted defensively when an officer shot to protect himself and others; DHS called it a ramming incident.
