""You have a 17-year-old kid who tried to kill people with a gun and is still walking around with guns," said a Manhattan police officer. "What do you think he's going to do with a gun? He's going to kill somebody.""
""Raise the Age does not allow the judges to use prior history when determining what to do with these kids," said retired NYPD Assistant Commissioner of Youth Services Kevin O'Connor. "Here he is at 17 - a career criminal," O'Connor said. "Raise the Age allows this to happen. How many people have to get shot or killed before they change the law?""
Julian Turner, a 17-year-old drill rapper and alleged Young Gunnaz gang member from the Bronx, has been arrested about 20 times since age 14, including a prior shooting arrest. Turner was arrested on Oct. 10 for alleged gun possession on a Penn Station A/C/E line platform after transit workers observed gang signaling and apparent fidgeting with his waistband. Officers attempted a search and he allegedly resisted, wrestling with officers on the platform in an encounter captured on camera. Turner remains on juvenile parole until August 2026. Critics say Raise the Age prevents judges from considering prior history when handling violent repeat juveniles.
