"Similar ICE-free zone ordinances have been adopted across the Bay Area, from Pinole to San Jose, taking inspiration from Chicago, the first in the nation to institute the ban last October. Richmond's proposal goes a step further. Staff have been directed to develop clear protocols for alerting the public of ICE activity or a national guard presence within city limits. The plan could include investing in a text alert system, multilingual materials, working with local media and working with faith-based groups, schools and businesses."
Richmond City Council voted 6-1 to back a proposal that could ban Immigration and Customs Enforcement from staging on Richmond property and expand protections for vulnerable residents. The measure responds to heightened national immigration enforcement and local fears of escalated ICE operations. Staff were directed to create protocols to alert the public about ICE or National Guard presence and to explore a multilingual text alert system, media coordination, and partnerships with faith-based groups, schools and businesses. The plan also calls for assessing libraries and community centers as emergency shelters or clinics and coordinating with health care providers and unions.
