Secretary Marco Rubio told several senators that the 28-point peace proposal received by U.S. representatives was not the administration's recommendation and reflected a Russian wish list. Sen. Mike Rounds said Rubio clarified the United States was merely the recipient and intermediary and that members did not release the proposal, calling the document a leak. Sen.
