The federal plan would shift Continuum of Care dollars toward shorter-term transitional housing, outreach, programs with work requirements, mandated addiction or mental-health treatment, and encampment closures. California officials estimate a $250 million to $300 million loss this year in grants for local housing sites and rental assistance. HUD posted notice for $3.9 billion in Continuum of Care funding and set guidelines allowing only 30% for permanent housing, while California currently directs about 87% to long-term housing services.
