Tom Barrack coordinated with Paul Manafort and UAE officials in spring 2016 to arrange campaign interactions and shape policy. On May 1, 2016 Barrack emailed Manafort from Abu Dhabi while meeting Mohammed bin Zayed, offering an upbeat assessment and proposing a United States meeting between UAE leaders and Donald Trump. After Trump secured the primary, Barrack instructed Rashid Al Malik to tell MbZ to 'Pack his bags' for a U.S. visit. Al Malik predicted a June meeting; on that day Barrack met several senior campaign members in New York City. A June 25, 2019 complaint provides details on Manafort’s role drafting an energy speech and suggests attempts to conceal Barrack’s UAE ties.
