Senator Richard Blumenthal urges tougher sanctions targeting Russia and countries buying Russian oil and gas after Russia's largest aerial assault since February 2022 killed civilians and struck a Kyiv government building. Blumenthal and Senator Lindsey Graham introduced the Sanctioning Russia Act of 2025 to authorize sanctions on buyers China, India and Brazil. Blumenthal asserts past sanctions failed and argues that cutting oil and gas revenue is essential to weaken Russia's war capacity. President Trump said he was "not happy" and signaled willingness to increase sanctions. Analysts note Russia's economy is weak but sustained by energy revenue, so new sanctions could strain it though impact remains uncertain.
