Garcia's new district would shift south to include parts of conservative Orange County, including Huntington Beach and Newport Beach. Garcia is a 47-year-old Peruvian immigrant and gay progressive who rose to party leadership through outspoken condemnations of President Donald Trump and Elon Musk. He serves as the top Democrat on the House Oversight Committee and on a viral DOGE subgroup that uses sardonic questions to lampoon proceedings and opponents. He would likely chair the committee if Democrats retake the House.
