The building sits less than a block from the former expansive homeless encampment known as The Jungle. The Charles was financed with a mix of a local homelessness tax measure, state and city grants and credits, while rental subsidies and operations largely depend on federal funding now at risk. HUD issued new guidance shifting most of a $3.9 billion program away from permanent housing and rapid rehousing toward temporary or transitional shelters and substance-abuse and mental-health supportive services. The change could cost Santa Clara and San Mateo counties about $35 million annually and roughly $100 million across the Bay Area, jeopardizing existing and planned housing projects.
