A coalition of 20 states sued, asserting the executive branch cannot unilaterally dismantle or repurpose congressional appropriations. The National Digital Inclusivity Alliance also sued to restore funds, including a $25.7 million grant for 13 programs across 11 states. The frozen funds disrupted programs, leaving organizations and thousands of people without promised digital access and training.
