M23 rebel leaders threatened to overthrow President Félix Tshisekedi's government shortly before a new round of peace talks in Qatar. Kinshasa responded by reaffirming confidence in the strength of its national army. M23 occupies large parts of North Kivu and South Kivu provinces in eastern DR Congo. The group reportedly stationed more than 7,000 new recruits in the area, while nearly 9,000 fighters recently completed training. At a graduation ceremony in Tchanzu, General Sultani Makenga declared determination to overthrow what he called the "bad regime" in Kinshasa. Analysts describe the rhetoric as sabre-rattling aimed at influencing negotiations, and both sides are positioning strategically.
