The framework contains eight chapters, two previously signed on prisoner release and a ceasefire oversight body. Six chapters address humanitarian access, restoration of state control in rebel-held areas, and refugee resettlement. The Congolese government said those six chapters will be negotiated over the next two weeks. M23 said the framework is not a final peace deal and that no changes will occur on the ground until each measure is debated and a final peace agreement is reached.
