"The Venezuelan authorities appear to be using this practice to justify their narratives about 'foreign conspiracies' and as a bargaining chip for use in negotiations with other countries," it wrote"

Family research and Amnesty International concluded that Venezuelan authorities held him. Amnesty accused authorities of a policy of "enforced disappearances" of opponents and foreign nationals since electoral authorities declared Nicolas Maduro the winner of a disputed July 2024 vote, calling the practice a tool to justify ‘foreign conspiracies’ narratives and a bargaining chip.
