The International Criminal Court issued arrest warrants for Israeli leaders over charges including use of starvation as a weapon, yet those leaders remain at large while many states keep diplomatic and trade ties with Israel. Israel has reduced much of Gaza to rubble; thousands of displaced Palestinians are returning on foot despite severe destruction.
