Three days later Kushner and Witkoff met Vladimir Putin's envoy Kirill Dmitriev in Miami to translate summit understandings into a framework aimed at securing Europe, not only Ukraine. Those meetings produced the initial draft of a 28-point U.S. plan. Vance tapped Army Secretary Dan Driscoll to bring the plan to Ukraine, and Kushner and Witkoff met Ukrainian adviser Rustem Umerov, with Zelensky joining by phone.
