Iran rejects claims that a US agreement is imminent, citing confusion in US positions and Israeli interference as reasons a complete deal remains difficult. Iran says Hormuz management should be handled by Oman and Iran, and that proposed charges are fees for navigational services rather than tolls. Iran states that progress has been made on many issues but that agreement signing cannot be claimed as imminent. Iran links commercial shipping through the strait to a memorandum that includes a Lebanon ceasefire and US lifting of the blockade on Iranian ports. Iran also says nuclear issues will not be addressed in the memorandum beyond a commitment to negotiate within 60 days.
"It is correct to say that we have reached a conclusion on a large portion of the issues under discussion. But to say that this means the signing of an agreement is imminent no one can make such a claim."
"Baghaei also said future management of the strait of Hormuz was a matter for Oman and Iran to reach agreement on, and that it was not tolls that were being proposed but fees for navigational services."
"He also insisted that a ceasefire in Lebanon had to be included in the memorandum of understanding that would lead to Iran allowing commercial shipping through the strait, and the US lifting its blockade of Iran's ports."
"Baghaei also said no nuclear issues, such as what to do with the Iranian stockpile of highly enriched uranium, would be tackled in the memorandum except for a commitment to negotiate in the next 60 days."
