Tehran, Karaj, and Qazvin are facing a severe water crisis; Tehran's population exceeds 10 million and consumes nearly a quarter of national water supplies. Annual rainfall has fallen from a 260mm standard to about 140mm last year, with 2025 estimates near 100mm. Declining dam storage, drying wells, and high costs to transport water exacerbate the situation. Previous administrations also considered capital relocation plans.
