A September 2 strike on a boat in the Caribbean Sea used a plane painted to resemble a civilian aircraft, lacking typical military color and markings and carrying munitions inside its fuselage rather than under its wings. The aircraft flew low enough to be visible to people on the boat. Disguising military assets as civilian ones is known as perfidy and is illegal under international law and barred by U.S. military guidelines. Making warplanes appear civilian increases the risk of civilian harm by creating a false sense of security and discouraging evasive action or surrender.
