Volodymyr Zelenskyy welcomed the reported move and said teams discussed the issue during three-way talks in the United Arab Emirates with US negotiators. Temperatures dropped as low as minus 20°C, energy blackouts damaged heating and electricity infrastructure, and over 400 Kyiv residential buildings remained without heating while workers labored around the clock. The emergency service warned of an even sharper temperature drop beginning February 1 affecting nearly all regions.
