Under the plan Israeli troops will ultimately redeploy into a buffer zone along Gaza's land border, but after the first pullback the IDF still controls more than half the territory, including the Philadelphi corridor. Subsequent withdrawals are meant to reduce Israeli presence to 40 percent and later to 15 percent. The plan omits a clear timeline and an enforcement mechanism for remaining disengagements. These gaps and past Israeli withdrawal delays create significant risks to the agreement's durability.
