The Trump administration announced sanctions targeting Russia's two largest oil companies, Rosneft and Lukoil, citing Russia's lack of serious commitment to a peace process to end the war in Ukraine. The Treasury Department said blacklisting the companies would hamper Russia's ability to raise revenue for its war machine and said the United States was prepared to take further action if necessary to push for an end to the war. Treasury Secretary Scott Bessent characterized the measures as among the largest U.S. sanctions on Russia, said a substantial pickup in Russia sanctions was imminent, and did not detail specific measures. The announcement followed the collapse of a potential Trump–Putin meeting in Hungary.
