The Integrated Food Security Phase Classification (IPC) monitor confirmed famine in Gaza, placing over half a million people at risk of starvation, destitution and death. UN agencies have repeatedly warned of a deteriorating humanitarian situation across Gaza City and parts of the south and central areas. Israeli officials have publicly denied that famine exists while military and political leaders signal continued pressure on Hamas. Germany stated it will not recognize a Palestinian state now, calling recognition counterproductive to a negotiated two-state solution. Several countries plan differing moves on recognition at the upcoming UN General Assembly, and calls for increased aid followed the IPC report.

Following calls to recognize a Palestinian state, a German government spokesman said Berlin had no plans to do so as it could undermine efforts of negotiating a two-state solution with Israel. "A negotiated two-state solution remains our goal, even if it seems a long way off today. The recognition of Palestine is more likely to come at the end of such a process and such decisions would now be rather counterproductive," the spokesperson said during a press conference.
